DRC:Senate Reviews Government Budget Policy and Passes Scientific Research Bill at Second Reading

Kinshasa, July 20, 2026 (TOP243NEWS). – The Senate of the Democratic Republic of the Congo held a plenary session on Monday dominated by two key agenda items: the presentation of the government’s draft Finance Bill by Minister of Finance Doudou Fwamba Likunde Li-Botayi, and the adoption at second reading of the proposed law establishing the fundamental principles governing scientific and technological research.

Presenting the draft Finance Bill before senators, Finance Minister Doudou Fwamba Likunde Li-Botayi outlined the government’s main budgetary policy priorities while highlighting the economic challenges facing the country and the reforms planned to strengthen domestic revenue mobilisation, improve public financial management, and preserve macroeconomic stability.

Debates with senators focused in particular on the need to accelerate structural reforms to better address the expectations and needs of the Congolese population.

During the same plenary sitting, the Upper House adopted at second reading the proposed law establishing the fundamental principles of scientific and technological research.

The legislation is intended to provide the Democratic Republic of the Congo with a modernised legal framework to promote scientific research, innovation, and technological development, which are regarded as key drivers of the country’s economic transformation and sustainable development.

These two major legislative initiatives reflect Parliament’s determination to simultaneously strengthen public finance governance and modernise the legal framework for scientific research—two strategic sectors considered essential to the long-term development of the Democratic Republic of the Congo.
