Through this decision, Shabani aims to put an end to widespread abuses that have disrupted road traffic, particularly in Kinshasa, where the unauthorized use of sirens, security escorts and hidden license plates has long been the subject of public criticism. The directive effectively revives a similar measure first announced in December 2025, whose implementation had remained largely ineffective.

The circular was addressed to the General Commissioner of the Congolese National Police, provincial governors, provincial police commissioners, and several state institutions. The objective is to restore state authority, ensure compliance with the country’s traffic regulations, and guarantee equal enforcement of the law without privileges for holders of high public office.

The decision is now seen as a major test for the country’s security services. Road users are expecting concrete enforcement actions to ensure that the measure applies to everyone—including senior public officials—in a bid to strengthen traffic discipline and enhance the credibility of public institutions in the Democratic Republic of Congo.

« We are a major forest nation. We need to protect our environment while addressing poverty in rural areas, » Marie Nyange Ndambo said, praising the vision of President Félix Tshisekedi and the support of Prime Minister Judith Suminwa Tuluka.

The minister said the policy was drafted following an extensive consultative process involving government institutions, the private sector, civil society organizations, and technical and financial partners. She added that the document will soon be submitted to the Council of Ministers for approval.

At the same time, the government is continuing work on a new Forest Code, which will complement the country’s updated legal framework for the forestry sector.

According to Marie Nyange Ndambo, the forest policy and the new code are expected to strengthen environmental governance and help meet requirements set by international partners, particularly under climate and forest-related financing mechanisms.

The Democratic Republic of the Congo is home to the world’s second-largest tropical rainforest after the Amazon. Congolese authorities aim to transform this natural wealth into a catalyst for sustainable development while strengthening biodiversity conservation and enhancing the forestry sector’s attractiveness to responsible investment.

S’exprimant lors d’un briefing de presse conjoint avec le ministre de la Communication et des Médias, Patrick Muyaya Katembwe, la ministre a indiqué que cette politique constitue la principale réforme engagée par son ministère depuis son entrée en fonction.

Selon elle, il s’agit de la première fois que la RDC se dote d’un document stratégique définissant une vision globale de la gestion durable de ses ressources forestières. L’objectif est de concilier la préservation des écosystèmes, la lutte contre la pauvreté dans les zones rurales et la valorisation économique des immenses ressources forestières du pays.

« Nous sommes un grand pays forestier. Nous avons besoin de préserver notre environnement tout en apportant des réponses à la pauvreté dans les zones rurales », a déclaré Marie Nyange Ndambo, saluant la vision du président Félix Tshisekedi ainsi que l’appui de la Première ministre Judith Suminwa Tuluka.

La ministre a précisé que le document a été élaboré à l’issue d’un processus de concertation réunissant les administrations publiques, le secteur privé, les organisations de la société civile ainsi que les partenaires techniques et financiers. Elle a annoncé que la politique forestière sera prochainement transmise au Conseil des ministres pour adoption.

En parallèle, le gouvernement poursuit la rédaction d’un Code forestier, appelé à compléter le nouveau cadre juridique du secteur.

Selon Marie Nyange Ndambo, ces deux réformes figurent parmi les instruments attendus pour renforcer la gouvernance environnementale et répondre à certaines exigences des partenaires internationaux, notamment dans le cadre des mécanismes de financement liés à la protection du climat et des forêts.
