The agreement provides for the establishment of ADEX DRC S.A., a joint venture equally owned by FOMIN and ADEX Platform AG. The new company will be responsible for setting up a world-class diamond cutting and jewelry manufacturing facility, a digital platform for the direct marketing of diamonds on international markets, as well as technology transfer initiatives and national capacity-building programs. The objective is to promote local value addition and maximize the economic benefits of the country’s mineral resources for the Congolese economy.

In his remarks, Louis Watum Kabamba stated that the Framework Agreement opens « a new chapter in the responsible trade of diamonds and colored gemstones » in the DRC. He emphasized that the initiative is part of the vision of the President of the Republic, Félix-Antoine Tshisekedi Tshilombo, implemented under the leadership of Prime Minister Judith Suminwa Tuluka, which seeks to make the country’s mineral resources a genuine driver of economic development, job creation, and shared prosperity for the Congolese people.
The Minister of Mines also stressed the need to break away from the long-standing image of a sector affected by smuggling and value loss.

Through this strategic partnership, the Democratic Republic of the Congo aims to strengthen transparency, improve the incomes of stakeholders across the diamond value chain, and establish itself as a responsible and competitive supplier in the global diamond and colored gemstone market.
